Nigeria needs legislative independence to develop –Ezeugwu, Enugu Assembly leader

Hon. Ikechukwu Ezeugwu

Leader of Enugu State House of Assembly, Ikechukwu Mellitus Ezeugwu, who represents Udenu State Constituency is a third-term legislator.

He speaks on the struggle for legislative independence in Nigeria, the roles of the legislator, and other issues.

Which are your areas of legislative interest and where have you come out strongest?

There are three functions of a legislator; representation, lawmaking and carrying out oversight functions. To me, representation is the area I will say I have passion for and I love doing it because it touches the masses,  those we are representing directly; but that does not mean that the other functions, lawmaking and oversight do not do the same thing, but for me in the order of ranking, representation is the topmost because you have to listen to the people you are representing, you have to be available to them to hear them out because they elected you believing that you will go to the legislature to represent them.

How true is the allegation that the State House of Assembly in Nigeria is an annex of the Government house?

I am glad you said Nigeria because the problem we have in this environment is that people always want to be seen as politically correct. To an extent, I agree with you because of the environment we find ourselves in, which is most unfortunate because those that crafted the constitution were wise enough to bring into play the separation of powers and that’s why we have the Legislature, the Executive and the Judiciary. So, in a situation whereby the legislature becomes ‘an extension of the executive,’ you find out that what the constitution intended has been derailed. There are some places, having discussed with my colleagues from certain states that they don’t go for oversight functions which is rather very unfortunate, but as the leader of Enugu State House of Assembly, I know that there is mutual respect, we carry out our duties as we ought to.

States in Nigeria are yet to achieve legislative independence; how does it relate to Enugu State House of Assembly?

Talking about legislative independence, you know that generally, the governors have not allowed it to be, but I will say that it’s unfortunate. Today, I am the leader of the House, a legislator, others are governors, we have a president but the good thing about life is that nothing lasts forever. People in positions of authority should know that they don’t remain there forever, even if they don’t have tenure limits, death will come when it will and nobody lives forever. We are talking about building institutions and it baffles me that some governors will sit on the autonomy of the legislature. It’s rather very unfortunate and such governors should know that it’s not fair and that they are not being fair to the system. It baffles me because I remember there was a one-time Speaker of the House of Assembly who later became a governor and at the end of the day; the person making sure that he voted against the autonomy of the House. It’s only in Nigeria that such a thing happens, probably because we do not think about the past before we give public trust to such individuals but I am happy that today, we can Google what happened in the past and bring it up.

What is the present state of the Enugu State Gubernatorial Pension Bill in the House of Assembly that made you centre of focus recently?

I can’t forget March 12, 2021and that gubernatorial pension bill will be the most ‘memorable’ executive bill I’ve ever sponsored. It’s good it happened because it enlightened me more about the way some people reason. Know that there are stages before a bill becomes a law which are first, second and third readings. First reading is the introduction of the bill after which you share it with your colleagues and a date will be scheduled for the second reading. It’s during the second reading that people begin to hear about the details of the bill and there will be arguments for and against the bill, but in that instance, after the introduction of the bill, stories went haywire. People that didn’t even see a copy of the bill started saying all sorts of things, imputing monetary figures to provisions in the bill. For instance, we said a former governor or deputy governor will be entitled to, say, three security men or four, depending on the environment where such a person lives. Then people now went ahead and gave monetary value to the security men, how much they will be paid for the period and all such things. So, the hullabaloo about it was just in the imagination of those that brought it about. Such monetary value wasn’t there, and also, they said we made provisions for wives of the former governors and the deputy governors and it was laughable because if you go through the entire bill there is no place the ‘wife’ was mentioned. Today, the deputy governor of Enugu state is a woman, so, now will you say the wife of the deputy governor is a woman? What we said was the spouse of the governor or deputy governor. This will tell you in summary that those who were making noise and accused us of all sorts of things never saw the bill. Secondly, I tackled the social media bullying that came out of it. You know someone uploaded my picture and phone number and they were being shared to all Enugu State Associations all over the world. People called me from Europe, Asia, America, Africa, from everywhere. I didn’t sleep for three days and three nights. I made sure I picked all the calls and called back any call I couldn’t pick as a result of the traffic into my phone. I took time to listen to every caller and equally took time to explain to them that it’s my duty as the Leader of the House to present and lead debate of any Executive Bill. And that a bill has procedures before it becomes law and that the beauty of democracy is that you have to give everyone a chance to contribute in one level or the other before a bill becomes law. My happiness is that most of them apologized for bullying me and they became better informed. I took the guy who uploaded my phone number and picture on the internet to court and claimed one billion naira as damages. He later begged, made a newspaper apology to me and I withdrew the case from court.

The fight between the Legislature and the Executive at the beginning of this democratic dispensation in 1999 is fast disappearing, is it that the legislature decided to become subservient to the executive, or what is your experience?

I’m glad you said at the beginning of democracy, you know militarization doesn’t just affect only the military, so, coming from that background of military dictatorship, everything was ‘by force, by force’ but you find out that gradually, it started changing and gradually the calibre of people in the various State Houses of Assembly started being upgraded because nobody can give what he or she doesn’t have.

I least expected this is coming all the way from Lagos to me in Enugu. I am humbled and challenged to do more.”

Speaking about his humanitarian activities, Ezeugwu stressed that “we’re just pencils in the hands of God and I decided to identify with you because we share a common purpose; helping humanity. I understand that we must be our brother’s keeper because God cannot come down to do certain things for humanity.”

Ezeugwu through his foundation; ‘Ikechukwu Ezeugwu Scholarship Foundation,’ has offered scholarships to many indigent students, renovated schools, and a lot more in improving the standard of education. His scholarship scheme has produced over 50 graduates, including medical doctors.

Recently, he expanded his scholarship program to accommodate students from the entire five South East States and also donated a vehicle to the National Association of Nigerian Students, NANS, South East zone.

Ikechukwu Ezeugwu Foundation Announces November 2022 Scholarship Opening for All Underprivileged Youths in the entire South Eastern Region, urges NANS to scout for intelligent, indigent students in S/East and Donates Vehicle to NANs

The founder of Ikechukwu Ezeugwu Foundation, Hon Ikechukwu Ezeugwu has charged the South East zonal leadership of National Association of Nigerian Students, NANS to commence scouting for intelligent but underprivileged students especially those in 100 levels to join the beneficiaries of November 2022 batch.

Ezeugwu who also donated a Sienna Bus to the Association, was emphatic that with the 100 level undergraduates and beginners, their  academic pursuit will avail them more opportunities to benefit from the scholarship throughout their stay in the tertiary institution instead of selecting the mid and final year prospective beneficiaries.

While presenting the bus to NANS Zone F South-East as the first stream of their support to ease NANS flow of movement, Ezeugwu charged them to  navigate through the campuses in the South-East while discharging their constitutional duties which is anchored on overseeing the welfare of Nigerian students in the zone.

Ezeugwu intimated NANS  delegates who traced him to Enugu State to appreciate the magnitude of his humanitarian efforts and to decorate him with a Medal of Honor as a show of gratitude from the students in Nigeria sometime last month, on detailed steps his Foundation had taken to fully accommodate the entire South-East in the scholarship scheme starting from their next empowerment in November this year.

His statement read in part: “I am glad to bring to your notice that from November this year our Foundation will expand it’s scholarship scheme to the entire South East Zone as education remains the bedrock for national development and successful society.

“Ikechukwu Ezeugwu Foundation will continue to support and encourage intelligent but underprivileged students as we reaffirm our commitment to this course and readiness to partner with NANS in spreading our scholarship scheme across the South-East geopolitical Zone”.

The Coordinator of NANS South-East, Comr. Onya Ibeabuchi Moses while receiving the key of the Sienna vehicle on behalf of the entire students of the zone, appreciated Hon. Ikechukwu Ezeugwu for using his Foundation to support the students movement and empower intelligent but underprivileged students in the zone.

“Honourable Leader, you invited us today for a lunch at your residence  so we could discuss on your intentions of allocating more scholarship slots to students, only for us to arrive here and meet a set up.

“Yes I call it a set up because we never knew that you had already mapped a set out plans to donate a vehicle prior to our arrival. Honourable, we are speechless.

“On behalf of the  Nigerian students, Southeast Zone F, I deeply express our profound gratitude for this precious gift and for the scholarship. Leader, this is very exclusive and unique and history is made today, yes, it must be put on record that Ikechukwu Ezeugwu Foundation is the first to donate a vehicle to NANS South-East and also the first to dish out scholarship of this magnitude to South East Students as far as Zone F leadership is concerned.

“As our pioneer donor, I want to reaffirm our commitment to this partnership and to reassure you of our continued commitment  in ensuring that the students body remains law abiding  and always work towards  national cohesion especially as we prepare for the 2023 elections.

Responding to the NANS delegates, Hon. Ikechukwu Ezeugwu said, “I don’t have much to say, I must thank you for your prayers and kind words. The Medal of Honour from you today means so much to me. Am encouraged. The first time you visited,  I noticed that there was no vehicle to convey you and your colleagues. I had to use my vehicles for that purpose. I then began to imagine how your team  discharging your duties with all genuineness of intentions could be moving from one state to another without any form of official  mobility arrangements.

“We will continue to contribute to the welfare of Nigerian students at all levels. We trust that you apply equity and fairness while selecting prospective beneficiaries that will be enrolled into our scholarship scheme in November. Thank you all and may God bless you immensely.

Ikechukwu Ezeugwu Foundation rolls out micro-credit, grants for business startups

The Ikechukwu Ezeugwu foundation has rolled out a ten million naira (N10 million) micro-credit and grants for over 60 individuals and business groups to enable them improve on their various trades and investments.

The foundation had in the past 12 years trained manpower in different professions through awards of scholarship for higher institutions of learning where it has produced categories of human resources including medical doctors, Engineers, Nurses and other specialized manpower training.

Introducing the micro-credits scheme at Igugu, Udenu local government area of Enugu state, promoter of the foundation, Dr. Ikechukwu Ezeugwu said that it was a liberation scheme from where small business concerns could be uplifted. He noted that himself had to borrow to start business in Lagos, adding that God can only help those who help themselves.

Ezeugwu unveiled the beneficiaries as petty business men and women who were carefully selected and asked the beneficiaries to extend similar help to others in their own little ways.

Some of the business groups that benefited in the interest-free credits include the Igugu community Trade and Investment committee, Nsukka produce Association, Orba produce buyers Association, Ozioko council of elders and Oganiru Age Grade Association.

Ezeugwu stated that the scheme was a further extension of hands to the less privileged and the needy in the society, having done much in education endowments.

“We’ve been on for 12 years and this time around we decided to go beyond scholarship and mentorship to helping business startups. It’s not only about giving them the money because we have individuals that will be monitoring them to guide them and watch them grow.

“We decided that not only would we be giving them fish, but we would equally teach them how to catch fish. We decided on a humble beginning of ten million naira, those who got fifty thousand naira each just to help them start table business, a good number got one hundred thousand, some people got five hundred thousand and groups got one million naira each.

“For groups such as the cashew producers’ marketers association, it’s like a revolving loan, they use it for one year interest-free and bring it back, because you will monitor them, if they deserve to be given additional money on top of the one million naira the foundation will look into it,” Ezeugwu said.

He urged the beneficiaries to be cautious and conduct their businesses with some measure of integrity and fear of God, stating that the references they will get as feedback will take them to higher marks they won’t expect.

Emotions as foundation beneficiaries recount indigency

Awe filled the air, on Friday when beneficiaries of the Ikechukwu Ezeugwu Foundation recounted the despondency and impoverished state they were in when surprisingly they were awarded the scholarships of the foundation with which they have been using to pay fees in their higher institutions.

The beneficiaries had gathered at the foundation office in Diamond Estate Enugu, to receive their 2023/2024 academic session cheques, when they recalled with emotions how they respectively became lucky beneficiaries of the endowment.

One of the beneficiaries and a fifth-year student of Radiography, Mr. Emmanuel Eze said that God sent Dr. Ikechukwu Ezeugwu to fulfill his dream of attaining a tertiary education.

According to Eze, “I had an interest in University education but I lost my father when I was in JSS2. After secondary school, I got a University admission but my mother could not afford it. She was crying when Hon. Ezeugwu came to succor. If not for Ikechukwu Ezeugwu I won’t be where I’m today. God has used him on me and God will continue to bless him and his family.”

Eze urged fellow recipients of the foundation magnanimity to remember to extend similar gesture if God bless them after their education.

Desmond Mamah said he is a fourth-year student of the same Radiography department in the University of Nigeria. He said he got the scholarship award in 2019 which he confessed has been very beneficial to him and his family. He prayed for continued growth and expansion of the foundation.

A widow, Mrs Stella Odoh came to represent her daughter, Uche Ohabuenyi, who is a final-year medical student and was unavoidably absent. She said: “I have benefited from this foundation, if not for them I would have died. My husband died when my children were all in school studying different professional courses.

“I broke down because I couldn’t cope with all my children in the school. I was crying when the foundation came to my relief. Ikechukwu Ezeugwu has been doing all these with the support of his wife and they will leave long.

“I urge all the beneficiaries who have graduated to come together as children of Ikechukwu Ezeugwu and his wife to support them and boost the foundation scholarship scheme.”

Responding, the Founder/CEO of the foundation, Dr. Ikechukwu Ezeugwu cautioned that anyone blessed by God should know that the the proceeds of his blessings are not meant for him and his immediate family alone.

“I want to encourage everyone that if I could make it, all of you can make it. My father was a Chief, he was not poor but had 28 children. I trekked four kilometers and rode on bicycle to go to school, yet I made it up to Ph.D, I later went to Harvard. Bear in mind that 95 percent of what you are is what you wanted to be” Ezeugwu mentored.

He urged the beneficiaries to utilize the opportunity very well by ensuring that they read in the school.

About 20 beneficiaries of the foundation scholarship scheme, drawn from different institutions and states of origin, received their cheques.

Hon. Ikechukwu Ezeugwu Living For Humanity says Dr. Jude Ukwueze

Outgoing Enugu Assembly leader, Ezeugwu, proposes unicameral NASS

The departing leader of the Enugu state House of Assembly and member representing Udenu state constituency, Dr. Ikechukwu Ezeugwu has proposed a trim down of the National Assembly from a bicameral to a unicameral legislature.

He also suggested Nigeria could go back to a parliamentary system of government, noting that the nation’s economy can no longer carry the huge burden of maintaining a bogus two sets of lawmaking with humongous pay packs associated with them.

Ezeugwu went further to suggest the legislature could be run on a part-time basis, stressing that the Revenue Mobilisation Allocation and Fiscal Commission, RAMFC, should as a matter of urgency trim the remunerations of members of the National assembly which he said is outrageous when compared to what is obtained in other climes.

In a valedictory interview, Ezeugwu said: “The last time I traveled to Denver Colorado in the US, a House of Representatives member invited me for their inauguration. After the whole thing, he came to my hotel and took me out for dinner. Do you know that this man was driving himself, even though the car he came with was the type we give to aides here as a utility vehicle. That’s in America.

“We should try to make the legislative arm of government at the national level less attractive pecuniary wise so that if you don’t have the zeal to serve the people, you won’t aspire to go there. Anybody whose intention is to go and amass wealth will just be discouraged. And this should be handled by the Revenue Mobilisation Allocation and Fiscal Commission.

“The idea that somebody goes there for four years and is given a vehicle and a plot of land; another four years, he’s again given a vehicle and another plot of land and in another four years, he’s again given a vehicle and another plot of land; that continues as long as the person returns to the National Assembly. I mean, it’s unthinkable. We must find a way and structure it that once you go once or twice, certain things would not be provided for you again; so that you take care of certain things by yourself as a ranking member.

“With this kind of arrangement, you will find out that only those who have the interest to serve the people at heart would be interested in going to the National Assembly even for many terms. So, I agree that the remuneration of the National Assembly members is huge, but it’s not that attractive at the state level. But we need to do something, like making it a part-time, and above all the best model as far as I am concerned is that we go back to the parliamentary system.

“Even if we’re not going back to the parliamentary system, do we need the Senate and House of Representatives with this cash crunch? If you ask me, I will say let’s just have a unicameral legislature and the House of Reps which involves more representatives should just be okay for us. There’s no need to duplicate their functions, and that’s what’s happening there. The Committees you have in the Senate and also there in the House of Representatives, and after they will merge their positions by way of c

Think Enugu first, the leader tells LP, PDP lawmakers-elect

Ahead of today’s valedictory session of Enugu House of Assembly, outgoing leader, Ikechukwu Ezeugwu, has admonished incoming members to put aside their party differences and work for the overall good of the state.

Ezeugwu, who spoke in Enugu, yesterday, said there was no need for friction between the Labour Party members-elect and their Peoples Democratic Party (PDP) counterparts.

Speaking from experience, the third-term representative of Udenu state constituency, said the superior number of LP members-elect in the yet-to-be-constituted House could be of advantage to the state.

He said any rancor in the Assembly would adversely affect the growth and development of the state as any executive bill would suffer accordingly.

“I envisage a very robust legislative House, but suffice it to say I also foresee that if not properly managed, it might be very unfriendly, highly unproductive to the people of Enugu State. Given the configuration of 14 members-elect for LP and 10 for PDP members, and given the background of the election and how the members-elect came to be, I can only advise they should understand elections and politics are over and the most important thing now is to work together for the benefit of Enugu people.

“In an atmosphere of quarrels and antagonism, it will be difficult for them to do the needful, to pass relevant bills for the system to move forward. There is no need saying we belong to LP or the PDP. At a certain time, yes, but when it comes to making the system work, they should put the people of the state first. That is the only way to go, because from experience, the moment there is a problem in the House of Assembly, the whole state will be in trouble.

“The moment the executive brings an executive bill that will help move the state forward and people put spanners here and there, it will not even be to the interest of those who elected them, irrespective of the political party they belong to and this should be uppermost in their minds. If they fight themselves, the people who elected them whether in party A or party B will not even be happy with them,” he said.

Ezeugwu further said the Assembly slots should be left for intelligent people who could make valuable contributions during proceedings and not used for political settlements.
